What "With MTC" Must Mean (Hard Rules)

1. Heat number on the tube tag = heat number on the MTC line = heat number on the crate label

3. Standard cited correctly: ASTM B338 (HX/condenser tube) or B861 (seamless pressure tube), ASME SB-equivalent noted
4. Inspection signed by the mill's authorized inspection representative (independent of production) for 3.1
5. 3.2 only when PO specifies third-party witness (SGS/BV/TÜV/LR/DNV) — we arrange, we don't fake the second signature
